Only for 1st year officials
All four steps must be completed prior to successfully registering.
Step 1: Contact your local Minor Hockey Association's Referee-in-Chief
Step 2: NEW Officials - Hockey Canada Learning Lab - Officiating 1
Step 3: Criminal Record Check - Required for all officials 18 years or older as of December
Step 4: Clinic Registration - Required for all new and returning officials
There will be a 2hr classroom session and 50 min on ice session.
New officials who are 10, turning 11 before December 31, 2023, or are already 11, will only be permitted to skate cross-ice games during their first season.
Officials 12 - 15 are eligible for their full level 1 certification. They will begin at the cross-ice or U11 C levels and work their way up with more experience and confidence.
First year referees, 12 - 15 years of age as of December 31st of the current calendar year.

The online BC Hockey Certification, the Participant Assessment Fee (your insurance), and clinic fee will be reimbursed upon completion of 3 games by January 31.
Returning Officials
PHASE ONE - STEP 1: Criminal Record Check (if required - 18 years or older) Please advise that you can not register for the in person clinic until your CRC is completed.
PHASE ONE - STEP 2: Complete Online Recertification Course
PHASE TWO: Register for & Attend in-person recertification clinic
The online BC Hockey Certification, the Participant Assessment Fee (your insurance), and clinic fee will be reimbursed upon completion.
Veteran and adult referees; Please ensure that you have begun the process to sign up for a clinic well in advance, as there is a Criminal Record Check (CRC).
In order to officiate, all participants must complete the BC Hockey Officiating clinic every year. Participating in an on-ice clinic does not necessarily certify you to officiate.
