COACH SELECTION POLICY
Effective Date: June 2010
Overview:
This policy addresses the following aspects of Coach Selection within SMHA:
1. Coach Application Process and Timelines;
2. Coach Selection Criteria;

1. COACH APPLICATION PROCESS AND TIMELINES
1.1 The Head Coach of SMHA is responsible for implementing a Coach Selection
Process each year.
1.2 Individuals wishing to apply to coach either recreational or representative teams within SMHA must complete a coach application (available on the SMHA website) and submit it by September 15 of the current playing season.
1.2 Coach applicants must include current proof of all certifications with their application in the event SMHA does not have this information on file.
1.3 Coach applicants who do not yet hold the appropriate coaching certification for the level that they are applying to coach can still apply. They must indicate on the application their intent to register in the appropriate certification course(s) for the coming hockey season. If selected as a coach, certification requirements must be met by dates required by SMHA as per BC Hockey deadlines.
1.4 Coach Applicants must include a completed Criminal Record Check with their application.
2. COACH SELECTION CRITERIA
2.1 As a baseline, the following criteria shall be used by the SMHA Head Coach in selecting suitable applicants for approval as coaches
a. Certification: coaches selected hold, or will hold by the BC Hockey deadline date, the necessary coaching and RIS certifications to coach the team applied for in the current hockey season;
b. Experience: coaches have the necessary experience and background to effectively coach and mentor the young athletes they have applied to coach;
c. Appropriate: coaches have a current Criminal Record Check, have not faced any adverse discipline or other action from SMHA or as a member of any minor hockey or other amateur sport/youth association and will provide a suitable role model for the team he/she is responsible for.
2.2 The SMHA Head Coach may request letters of reference, prior coaching evaluations, and a seasonal coaching plan. In addition, a personal interview may be conducted.
3. SINGLE VS MULTIPLE APPLICANTS
3.1. If two or more coach candidates qualify and apply to coach the same recreational or representative team, the SMHA Head Coach shall convene the Coaching Committee for the purpose of interviewing and selecting the coach.
3.2 The Coaching Committee shall include the SMHA Head Coach, Vice President, applicable Divisional Coordinator, Development Coordinator, and at least one other appointment made by the President.
3.3 The same pre-determined criteria and interview questions will be asked of each competing team coach candidate to ensure the selection process is fair and consistent.
4. SELECTION OF ASSISTANT COACHES/BENCH STAFF
4.1. Assistant coaches shall be selected by the team’s head coach and submitted for approval by SMHA Head Coach by Sept 30th.
4.2. In instances where a team head coach is unable or unwilling to select his or her assistant coach(es), the coach shall refer the matter to the SMHA Head Coach for resolution.
4.3 Competing candidates shall be selected by the Coaching Committee in a manner consistent with Policy 3.
5. FINAL COACH AND BENCH STAFF APPROVALS
5.1 Team coach selections as recommended by the SMHA Head Coach shall be ratified by the Executive Committee.
6. REPRESENTATIVE TEAM COACH APPOINTMENTS
6.1 For representative teams, coach appointments shall be confirmed after the team selection process is complete.
7. ROLE OF THE RISK MANAGER
7.1 It shall be the responsibility of the Risk Manager to ensure all necessary reference and security checks, including criminal reference checks, are completed and on file for all recommended coaches.
8. APPEALS OF COACHING APPOINTMENTS
8.1 Coaching appointments may be appealed to the Appeals Committee (refer By-Law 25).

Coaching Certification Requirements
The following are the minimum certification requirements for Coaches. Changes were made last year in the Coaches Certification Program. "Coach Level" is now "Coach Stream"; "Intermediate Level" is now "Developmental 1". Anyone who has Coach Level will automatically have Coach Stream, as is Intermediate Level to Developmental 1.

BC Hockey Coaching Course Options
Notes:
Recommended Extension(s): Coach Stream is a 1.5-day program. It is recommended that the BC Checking Clinic for Coaches (4 hours) be added to the afternoon of the second day. Delegates attending the Hybrid Introduction to Coaching / Coach Stream must remain for the entire program as both courses are entwined during presentation. Delegates preferring a 12-hour Coach Stream or independent Introduction to Coaching program should attend the appropriate seminar.
Completion of the Coach Stream Post-Task workbook (Verification Form from MHA) is necessary to gain Coach Stream Certification.
Completion of the Developmental 1 Post-Task workbook (submitted to BC Hockey office) is a prerequisite for Developmental 2 seminars.
All coaches regardless of level of coaching must also complete a Speak Out! Seminar.
At the BC Hockey AGM in Pentiction; BC Hockey mandated that ALL coaches MUST be accredited by December 1, 2008; NO EXCEPTIONS
Anyone not having their Coaching Level this date will be ineligible to be on the bench for the balance of the 2008-09 playing season.

SUBJECT: Updated: 2008-2009 Suspension Guidelines
1. GROSS MISCONDUCTS – Hockey Canada Rules 1.13 (c) and 9.2
a. All Gross Misconduct penalties will receive a minimum suspension of three (3) league games or fifteen 15) days during league play, or fifteen (15) days prior to league play or after the conclusion of league and / or playoff games.
b. Gross Misconducts for racial slurs and obscene gestures in Minor Hockey will receive a minimum suspension of 6 games or 30 days.
c. All Gross Misconducts will be reviewed and further disciplinary action may be taken on gross misconducts for obscene gestures and abuse of officials.
There shall be no appeal of any suspension imposed that is automatic under the rules set forth in this section.
NOTE: There will be NO NOTIFICATION on the above suspension from BC Hockey. It is the responsibility of the local Association, League or Team to ensure that the suspension is served.
2. REFUSING TO START PLAY
Team officials penalized under Hockey Canada Rule 10.14 (a, b & c), Refusing to Start Play, including withdrawing a team from play, shall be subject to an indefinite suspension pending an investigation.
3. DRESSING ROOMS – Hockey Canada Rule 1.13 (c)
Team Officials penalized under Hockey Canada Rule 1.13 (c) shall be subject to indefinite suspension pending an investigation.
4. TOURNAMENT GAMES
Tournament games sanctioned by BC Hockey will be considered league games for the purpose of this bulletin.

There shall be no appeal of any suspension imposed that is automatic (3 games or 10 days) under the rules set forth in this section.
NOTE 1: Where an automatic minimum suspension is appropriate, there will be NO NOTIFICATION from BC Hockey. The local Association, League or Team is to ensure that the suspension is served.
NOTE 2: Where such a suspension is appropriate, BC Hockey Division / District Director WILL NOTIFY the local Association, League or Team responsible for ensuring the suspension is served.
NOTE 3: Match Penalties that result in a suspension to be served after the conclusion of league and / or playoff game(s) it will be served at the start of the next season.
NOTE 4: For suspensions in effect prior to the Christmas Break, the days between the last scheduled league or tournament game prior to the Christmas Break and the first scheduled league or tournament game shall not be included in determining the number of days served.
NOTE 5: Any of the above noted penalties may be subject to indefinite suspension pending an investigation by the Divisional/District Director.
6. ZERO TOLERANCE - DRUG/ALCOHOL
BC Hockey adopted a zero tolerance Drug /Alcohol awareness policy. That policy prohibits the use of drugs/alcohol during activities sanctioned by a minor hockey association or with BC Hockey. All incidents must be investigated and dealt with on an individual basis. The recommended minimum suspension for violations is 30 days from all participation within the association. (This includes practices). Associations and teams have the responsibility to investigate all situations, if there are questions or concerns, please contact the President or District / Divisional Director.
7. SERVING OF SUSPENSIONS
A. Players
A Player receiving a suspension as a result of a Match, Gross Misconduct or any other penalty outlined in this bulletin shall be prohibited from playing in games as well as from acting as an Official or in any other official capacity with a Team, League or Association within BC Hockey. The Player may practice with their team.
B. Team Officials
A Team Official receiving a suspension as a result of a Match, Gross Misconduct or any other penalty outlined in this bulletin shall be prohibited from participating with the Team from one hour prior to any games until one hour after the conclusion of any games and from acting as an Official and in any other official capacity with a Team, League or Association within BC Hockey. The Team Official may participate in their Team's practices.
C. BC Hockey Regulation 7.18, 7.19 and 7.20
An Official receiving a suspension under the above BC Hockey Regulation shall be prohibited from officiating until the expiration of the suspension plus playing in any games and acting in any other official capacity with a Team, League or Association within BC Hockey.
D. Hockey Canada Rule 4.6 (b) (c) (Misconducts)
A Player receiving a suspension as a result of Hockey Canada Rule 4.6 or a Local / District Association suspension for accumulated penalties shall be prohibited from playing in game situations until the expiration of the suspension. The Player may practice with their team.
E. Other Suspensions
A Player suspended by BC Hockey or under a suspension imposed by a Team, League or Association that has been honored by BC Hockey shall be prohibited from playing in any games, acting as an official and from acting in any other capacity with a Team, League or Association within BC Hockey. The Player may practice within their team.
BC Hockey personnel or an Official of a Team, League or Association, when suspended by BC Hockey or under a suspension imposed by a Team, League or Association that has been honored by BC Hockey, shall be prohibited from playing in any games, acting as an Official and acting in any other capacity with a Team, League or Association within BC Hockey.
8. REPORTING OF PENALTIES
Penalties incurred during BC Hockey games shall be reported as follows:
GAME MISCONDUCTS AND MISCONDUCTS IN THE LAST TEN MINUTES:
In games played under the jurisdiction of a League, District or Local Associations, the Referee must report, in writing, Misconduct Penalties in the last ten (10) minutes of a game and all Game Misconducts to the President of the League, District Association or Local Association. Those failing to abide by this ruling will be subject to suspension.
MATCH PENALTIES AND GROSS MISCONDUCTS:
In all instances in which Match Penalties, Gross Misconduct Penalties are assessed; the Referee shall take the original copy of the Game Report and shall forward it, together with a written report of the circumstances, immediately upon completion of the game.
Abuse of Officials, Refusing to Start Play, Dressing Rooms, Spitting at Officials
All game reports involving Hockey Canada Rule 9.6(a, b & c), Abuse of Officials; Rule 10.14(a, b & c), Refusing to Start Play; Rule 1.13(c), Dressing Rooms; and Rule 9.7, Spitting at Officials, are to be FAXED AND / OR SENT IMMEDIATELY BY SPECIAL DELIVERY.
All game reports showing a match penalty or gross misconduct must be forwarded to the appropriate District/Divisional Director as follows:
